How we define this spot
A report is one NYC 311 service-request record. For configured campaign addresses, positive agency observations and outreach contacts anchor occupation support. The continuity window is four times that address's median gap between all report days after support begins, bounded to 30-60 days; a longer gap between supporting observations creates an interruption candidate. A gap becomes a likely interruption only when it is at least twice the window, or at least 1.5 times the window and contains a negative-only inspection. Same-day positive and negative inspections remain visible as conflicts. The 0-100 confidence result weights report frequency, supported span, recency, and consistency. It is an evidence index, not a probability, proof of one unchanged object, or proof of cleanup. Other map locations still use the broader reporting-episode method.
